Operation Albatross
After Action Report


18 October 1937

        Operation Albatross was conceived by the Intelligence Service command staff on 14 August 1937 as a response to reports and evidence that assets of Vostokiye Ostrova (VO) were gathering weather information in the Nimitz Sea area and sending that encrypted information on to their superiors.  Captain Lucien Miller of Threats and Assessments Section and Captain Nicholas Canter of Operations Section collaborated in the mission planning with the assistance of Captain Brightwater Smith of the Army Union’s Syndicate Landing Forces Collective.

        The plan as originally designed was to sink the vessel gathering the information; this was later modified by Operations Section to include the seizure of all possible information prior to the destruction of the ship (a fishing trawler).  The fate of the ship’s crew was not a consideration, so that VO would never learn of the operation (Refer to Appendix A, Operation Albatross Operational Parameters).

        The operation took place on 2 October 1937, and was successful.  A large amount of information, including an intact electromechanical cipher machine, was recovered and is currently being analyzed by Technical Section.  The trawler’s crew of twenty was secured, with the loss of one member of the operational team (Senior Sergeant Morelli, Kenneth 28-14758, Rain Island Army Syndicate, SLF).  Refer to Appendix B, containing the reports of Ensign Milikonu, Ranua 36-51197 and Senior Sergeant Morgan, Estes G. 27-953 for details of the mission.

        The actions of the operational team commander, Ensign Milikonu, Ranua 36-51197, were reviewed and it is the opinion of the Board of Review that he acted appropriately, given his relative youth and inexperience in Intelligence operations (Refer to Appendix C, Findings of Review Board).  A commendation is entered into the restricted section of his service record.

        Based on information transmitted to the Intelligence Service by Assets B, D, and F within VO, there is no sign at this time that the government there suspects foul play.  The operation took place under cover of darkness in a storm, and it is believed that the trawler foundered.

        The operation must be considered a success for three reasons:
1.    The objective was taken quickly, before an alarm could be raised;
2.    The information and equipment recovered will be of vital use in future operations as well as in forming assessments of VO’s actions; and
3.    The VO government is presently unaware of anything untoward.

        Additionally, the operation secured the part-time services of a new Asset, herewith designated Z.  Z’s credentials as an analyst are irreproachable, but careful handling is required due to Asset’s health and stateless person status.  Until or unless Z accepts citizenship and takes a loyalty oath, the Asset will not be permitted close access to Intelligence Service operations (Refer to Appendix D for summary of Z’s qualifications).
